A one-day project which worked out nicely in one go.

Tools used:
– Band saw to cut thin (~2mm) strips of plywood. Using table saw is much riskier without a zero-clearance plate, and much more wasteful (with 4mm kern blade)
– Hand router to mill out the two rings and two disks from plywood (always use spacers at the bottom to protect the bench on which you use the router!)
– Nail gun to fix the strips to rings after applying glue (hand stapler uses thinner staples and would work better for this job)
– Oscillating belt sander (and hand sanding)

Materials used:
– scraps of 18mm birch plywood (berkenmultiplex). It has many thin layers glued well together with almost no voids).
– two scraps of 18mm plywood: one for the rings and base, one for the top lid

Steps that worked for me:
– cut the required number of strips of birch plywood with a band saw. For this 60 liter trash bin I used ~50 strips off a 15cm wide piece of scrap stock
– use the router and a thin cutter to cut the rings for the top and bottom, and the base (setup similar to https://www.freesmachineskopen.nl/wp-content/uploads/2019/05/Cirkel-frezen-in-eikenhout.jpg)
– glue and staple the strips at required angle over the circumference of the base disc
– insert the strips at the opposite angle, glue and staple both to the top ring
– glue and staple inserted strips to the base
– install the outer ring on the base, make the lid, handle, sand and finish
